Hoyt Brill Hoyt Brill's corrections career began in April 1976 with the Iowa Department of Corrections. His first assignment was Corrections Officer II on the Medium Security Unit, Mt. Pleasant, Iowa. Brill was then promoted to Counselor I, Counselor II, Training Officer I and Programs Manager, respectively, of the Iowa Corrections Training Academy. In 1986 he transferred to the Missouri Department of Corrections, where he served as Unit Manager and Assistant Superintendent IV, before being named Superintendent II. He was recruited by the State of Colorado in 1990 where he served as Supervisor of Transportation and Intake, and did training for the Colorado Department of Corrections Academy. In 1994, he joined the private corrections field as the Warden of Prairie Corrections Facility, which at the time was owned by the City of Appleton, Minnesota. CCA purchased the facility in 1996 and Brill remained Warden of the facility until assuming the role of Warden at Kit Carson. Brill graduated with a bachelors degree in 1974 from Truman University. Prior to graduation, he earned a certificate in marketing from Indian Hills Community College in Ottumwa, Iowa and an honorable discharge from the U.S. Navy.

Kit Carson Correctional Center is located in Burlington, Colorado in the central eastern part of he state, about 150 miles east of Denver, 150 miles northeast of Colorado Springs, and 350 miles west of Kansas City. Burlington has an approximate population of 3,600, an approximate elevation of 4,167 feet, and an approximate land area of 2.1 square miles. Every year during the first week of August, Burlington hosts a County Fair boasting an impressive Rodeo competition which counts toward the National Rodeo Finals.
