Bill Spivey Bill Spivey was named warden at CCA's Bay Correctional Facility in early 2005. Spivey was formerly assistant warden, and had served BCF as acting warden during 2004. Prior to that, he served as a program manager. He joined BCF in August 1995 as a psychologist. Spivey holds a B.S. in business administration and an M.A. in counseling and guidance.

Bay County is home of the "Worlds Most Beautiful Beaches." Established in 1913, Bay County offers a variety of recreational activities to include fishing, hunting and water sports. Bay County has grown to a population of more than 145,000 and is only a modest two-hour drive away from the State Capital of Tallahassee. In addition, Bay County supports the Arts by creation of the Bay Arts Aliance and the Visual Arts Center. These organizations bring art and culture to the local area. The military presence of Tyndall Air Force Base, the Navy Base and Wainwright Shipyard play significant economic roles for the area.

Visitation Schedule:

General Visitation Guidelines You may list up to 15 visitors over the age of 12 on your visitor registration form, with full name and complete address for each person. This Visitor Registration List will be sent to the Florida Department of Corrections for approval and is returned to BCF when approved. You may request a change or addition to your List at any time by sending a request form to your Classification Counselor.

Visitation Rules are as follows: Visitation schedule is on Even and Odd weekends, if your DC Number ends in 0,2,4,6,8 you are on the Even Schedule, if your DC Number ends in 1,3,5,7,9 you are on the Odd Schedule. Regular Visitation will be allowed on the following holidays: New Years Day, Martin Luther King (3rd Monday in Jan.), Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and the Day after, Christmas Day. All visitors (to include visitors that are 16-years of age and up) must have a valid I.D. or Driver’s License.

Inmates convicted of crimes outlined in Chapter 33-601.720 May not visit with anyone 17 or under. During visitation, Inmates convicted of crimes outlined in Chapter 33-601.720 may not interact with anyone 17 or under. Inmates who do not comply with this rule with be subject to disciplinary action.

Rules for Visitation registration/admittance into the facility: • Visitation is from 8:00 a.m. to 2:00 p.m. All visitors must be registered by 1:00 p.m. • Limit 5 visitors over the age of 12 and 5 children under 12 allowed per inmate per visit. • If a visitor is 16 years old and above, they must have a valid I.D. card or driver’s license and be on the inmate’s visiting card. Any minor under 16, who does not have a photo ID, must present a birth certificate. As per chapter 33, an authorized, non-parental adult accompanying a visiting minor must provide a notarized document of guardian from the minor's parent or legal guardian (neither of which can be an inmate unless the requirement noted in Chapter 33-601.723 (5) is met) granting permission for the minor to visit a specifically identified inmate.

Visitation Rules:

Visitation is from 8:00 a.m. to 2:00 p.m. All visitors must be registered by 1:00 p.m. Should a visitor find it necessary to leave the facility prior to completion of the visit, the visitor will not be allowed reentry without the approval of the Shift Supervisor or the on-duty officer. Only five adult visitors are allowed per inmate. If a person is 16 years or older, they must have a valid I.D. card or drivers license and be on the inmates visitation card. An adult must accompany children at all times (even when using the restroom). Only one key to open the vehicle door will be allowed into the facility, leave other keys in your vehicle.

Attire: Due to security purposes, the following items will not be allowed into the visiting park: No Bic cigarette lighters. No hats. No baby carriers or diaper bags - all baby bottles must be see-through and plastic. No purses. Tobacco products should be unopened with a limit of one pack per visitor. Each visitor will be allowed $50.00 (limited to $1 bills and/or change) into the visiting park. No swimsuits. No shorts (except summer months and no more than 3 inches above the knee. No halter tops. No see-through clothing and females must wear a bra. No mini skirts or skirts above 3 inches above the knee.

Guidelines for VIPs and Attorneys: Please give at least 24 hours notice. Please mail or fax your credentials and address to the contact person. Be able to present your credentials along with personal identification. No cellular phones, pagers, or computers are allowed in the area where inmates are present unless approved by Warden, Assistant Warden or the Chief of Security.
