Timothy Wengler Timothy Wengler has been promoted to Warden at CCA's Prairie Correctional Facility. He joined CCA in 1996 and has worked his way up the ranks from shift supervisor, unit manager, assistant chief of security, chief of security and assistant warden. Prior to his CCA career, Wengler worked as a correctional and senior correctional officer at Prairie Correctional Facility. He also served in the Air Force for six years.

Appleton is geographically located in western Minnesota approximately 150 miles due west of Minneapolis/St. Paul, 150 miles northeast of Sioux Falls, South Dakota and 150 miles southeast of Fargo, North Dakota. Appleton is in the heart of prime western Minnesota farm land and hunting grounds and is at the southern edge of the Western Lakes Region of Minnesota. Appleton is bordered by the Lac Qui Parle State Wildlife Refuge and the Big Stone National Wildlife Refuge. Both offer some of the state's best waterfowl, big game and upland game hunting grounds. The two refuges include two large lakes: Lac Qui Parle and Big Stone Lakes, which offer excellent fishing opportunities. Appleton also has a golf course, municipal campground and swimming pool, nature park, tennis courts, basketball courts, parks and picnic area, and baseball/softball fields. Local festivities include Applefest and the Swift County Fair.

FAITH-BASED--Prisoner's of Hope, Prison Congregation of America SUBSTANCE ABUSE--Alcohol and Other Drugs of Addiction (AODA) EDUCATIONAL--Adult Basic Education (ABE), General Education Development (GED), English as a Second Language VOCATIONAL--Woodshop, Wheels of Learning, Commercial Cleaning Prairie Correctional Facility also offers a horticulture course that teaches inmates skills and knowledge in gardening, landscaping, lawn care, and floral shop. This class has a partnership with the U.S. Fish & Wildlife to grow native grasses and wild flowers. The seeds are harvested and replanted in natural wildlife areas. THINKING FOR A CHANGE--An integrated cognitive behavior change program. CRIMINAL CONDUCT AND SUBSTANCE ABUSE TREATMENT--Educational based drug and alcohol program. ANGER MANAGEMENT--A program set up to help control one's anger issues. PROTECT TOMORROW--Awareness program for at-risk juveniles taught by inmates. TOAST MASTERS--A public speaking class.

Visitation Schedule:

    Saturday 8 a.m. – 12 p.m. and 1p.m. – 5 p.m. Visitors will not be allowed into the facility between the hours of 10:30 a.m. - 12:00 p.m. and 1:45 p.m. - 2:15 p.m. and 3:45 p.m. – 5:00 p.m. Visitors will be allowed to visit for one (1) session per day. All visitors must depart the facility between sessions. Visitors, who reside outside of a 300 mile radius of Appleton, may be allowed to visit for both sessions. Those visitors may submit a request for an extended visit to visit both sessions to the Chief of Security a minimum of 7 days and no more than 15 days in advance of the visit. All visitors must depart the facility between sessions. In each calendar year, CCA recognizes the following holidays:

Visitation privileges may be restricted if institutional emergencies occur. The facility's visiting area is handicapped accessible. Designated handicapped parking is available at the facility's front entrance.

Visitation Rules:

Application process: 1. Prior to being granted access to the facility for visiting, each prospective adult visitor shall be listed on the inmate's approved visiting list.

  1. Inmates are responsible for sending out visitor questionnaires, which must be completed and returned by the prospective visitor (applications cannot be faxed) and a security screening conducted prior to approval. The visitor questionnaire forms are located in each housing unit. Failure to fill out questionnaire completely and truthfully will result in denial.

  2. The inmate is responsible for informing his visitor of approval or denial.

  3. Persons on active parole/probation must obtain in writing, permission to visit.

  4. No visits are permitted (except for attorneys) during an inmate's first week at CCA/PCF so that orientation can be conducted.

  5. Visitors shall not be permitted to visit more than one inmate unless the visitor is a member of the immediate family of more than one inmate confined in this facility. Immediate family is mother, father, step-mother, step-father, grandparents, brothers, sisters, step-brothers, step sisters, spouse, and inmate's children.

  6. Persons not approved for visiting will not be permitted to enter the visiting area for any reason, and shall leave CCA/PCF property immediately.

  7. Co-defendants are prohibited from visiting at CCA/PCF.

  8. Former employees of Corrections Corporation of America will not be allowed to visit unless they are an immediate family member of the inmate.

  9. No former inmate(s) of Prairie Correctional Facility will be allowed to visit unless prior approval from the Warden.

Visitor's dress code: * CCA/PCF reserves the right to deny access to any visitor who is inappropriately attired. All visitors must be fully dressed in appropriate, conventional clothing which is not unduly provocative, suggestive, or revealing and does not resemble inmate attire or present adornments which could be used as a weapon, or any clothing deemed inappropriate by staff. Other visitor clothing standards include: - No gang or obscene designs or messages on clothing including but not limited to sagging of clothing. - No camouflage, khaki, or tan colored clothing - Shoes are required, no thongs (i.e. flip flops), no sandals, no clogs, no open toe shoes, no open back shoes. - Visitors are not to wear any garment which unduly exposes the shoulders, chest, back, stomach, midriff, and/or underarm, No sleeveless shirts. NO hoods of any kind. - Clothing made of sheer, transparent, net or mesh materials are not allowed; - Shorts and sandals will be allowed on children age 10 and under. Adults are not allowed to wear shorts and sandals. - Clothing designed or intended to be tightly worn, to accent the body, e.g., spandex, tights, tank tops, tube tops, etc., will be considered inappropriate; - Wearing of undergarments is required. - Dresses, skirts, jumpers, culottes etc., shall not be worn if the hem is more than six (6) inches above the kneecap when seated. Slit dresses/skirts shall be allowed only if the slit is not more than six (6) inches above the kneecap. Wrap-around clothing will not be allowed; - Visitors are not to wear hats into the visiting area, except for religious hats or headgear; outer garments, such as topcoats, raincoats, jackets, and similar inclement weather attire will not be permitted within the visiting area. Suit jackets, sweaters, and jogging tops will be subject to search before being allowed in the visiting area. Dress code for inmates: - Issued clothing only, khaki pants (no sagging), and khaki shirts (no more than two buttons unbuttoned on shirt). - Approved tennis shoes or facility issued boots. - CCA/Prairie Correction Facility ID cards are required. - No sun glasses - No jewelry will be allowed except for a religious medallion and one policy approved wedding band.

Visits will not be conducted until inmates are properly clothed

Entrance into the facility: NO WEAPONS, AMMO, ALCOHOLIC BEVERAGES OR CONTAINERS IN VEHICLE. ALL DOORS AND WINDOWS MUST BE SECURED ON VEHICLE, TOOLS AND TOBACCO MUST ALSO BE SECURED IN VEHICLE.

  1. WARNING Introduction of contraband into a prison is not allowed. Visitors who introduce contraband into the facility shall be barred from the institution and may face possible arrest and criminal prosecution. NO items of any kind are permitted to be introduced or passed between inmate and visitors.
  2. All visitors are subject to an electronic search and random pat search for the control of contraband. Non compliance to any request of the searching officer will result in termination of visit. Any and all visitors, and/or belongings are subject to search at any time.
  3. All visitors are required to register and record their name, address, and relationship to the inmate.
  4. Visitors, age 18 and older must present proper identification: one government issued picture ID, issued by state or federal agency. No other type of ID is acceptable.
  5. Visitors are required to leave bags and purses in their vehicle. The only things allowed in the facility will be identification, vehicle keys, debit cards, money for debit cards, pictures, jackets, necessary paperwork to get in, and necessary prescription medications.
  6. No food (including gum) or drink may be brought into or out of the visiting room.
  7. Persons smelling of alcoholic beverages or having drugs or an alcoholic beverage on their person, will not be allowed to visit or enter the visiting area. Local law enforcement will be notified in such instances.
  8. The use and/or possession of tobacco or any tobacco products by inmates or visitors on the facility grounds are prohibited.
  9. Visitors will not give or accept articles to/from inmates (i.e. jewelry, photographs, prescriptions, non-prescription drugs, documents, etc.).
  10. Debit cards for use in the vending machine may be purchased at the lobby desk. These cards only work in visitation and can not be given to the inmates. The cards are non-refundable, but are re-usable.
  11. Visitors may purchase photographs to be taken by staff during visitation. Visitors will take these photos with them when they leave. Inmates may use pre-purchased tickets from commissary for photos to take back to the housing.
  12. A maximum of four (4) approved visitors age 12 and over shall be allowed to visit any one inmate per visitation period. Children under age 12 may also visit, if accompanied by an approved adult. Any visits which exceed the four adult limit must be pre-approved under the special visits.
  13. All visitors under 18 years of age must be accompanied by a parent/legal guardian, or other adult with the written and original notarized consent of the parent/legal guardian for the other adult to bring the minor(s) in to visit. The first time a minor visits a copy of each minor’s birth certificate must be presented to confirm identification before minor is allowed to visit. This will be kept in the visitation file for future visits.

  15. Two (2) baby bottles containing food, water, milk or juice may be taken into the visiting area for each baby. Before babies and children wearing diapers enter the visiting area, they must be changed into diapers supplied by the facility. If during the visit, they need changing, they will again use the facility diapers. All diaper changes will be done in the presence of an officer. NO DIAPER BAGS WILL BE ALLOWED INTO THE VISITING AREA.
  16. One baby blanket and one clear pacifier will be allowed into the visiting area with each baby.
  17. The blanket will be searched before entering the visiting area.

Medical needs visitors: 1. Anyone with a medical restriction that would interfere with clearing a metal detector, must have documentation in writing from a licensed physician. 2. Visitors who have prescription drugs for their current medical needs, must notify lobby officer. Items such as inhalers, nitroglycerin pills for heart conditions, etc. can be secured in the visitation room in case of emergencies. CCA/PCF will not treat visitors for any type of condition, except in an immediate emergency situation.

Rules inside visitation room: 1. Physical contact limitations shall be imposed as necessary to restrict inmates and their visitors from conduct, including intimate contact, which would be distasteful or inappropriate for a public area, or conceal or facilitate violation of facility rules, including the introduction of contraband. One brief (kiss on the cheek) and embrace is allowed upon arrival and one at departure. Casual contact limited to hand holding on top of the table shall be permitted, with the hands remaining in plain sight of the visitation officer at all times. (Does not apply to Non-Contact) 2. Inmate hands must remain above the waist at all times. 3. Inmates must sit across from their adult visitor. 4. NO conversations between inmates or other visitors will be allowed. 5. Visitors, including children, and inmates creating a disturbance or using obscene language/gestures shall be asked to leave and the visit shall be terminated. It is the responsibility of the visitors to supervise and maintain control over minors who are with them. Any physical discipline of such minor children deemed necessary cannot occur on CCA/PCF property. If a minor becomes disruptive during a visit and is not controlled by verbal instruction from the supervising visitor, the visit will be terminated.

Vending machine procedures: 1. Visitors will be allowed to purchase items from the vending machines for the inmates, to be eaten in the visiting room. Inmates will not be allowed to operate the vending machine, or retrieve any items from the vending machines. Inmates must remain seated. Does not apply to Non-Contact. 2. Only visitors will be allowed to be at the vending machine, microwave, and game area. Does not apply to Non-Contact. 3. All vending machine purchases will be opened and put on a paper towel on the visitor table. Vending wrappers will be immediately disposed of. Does not apply to Non-Contact. 4. Visitors may use the microwave. Inmates must remain seated. Does not apply to Non-Contact.

Attorney visits: 1. Attorneys/Agents of an Attorney may visit their clients between the hours of 9:00 a.m. and 3:30 p.m., Monday through Friday, with no restrictions placed on the number of visits. 2. Twenty-four hour prior notification is required for legal visits. 3. Case Managers should be notified for arrangements. 4. All conversations between inmates and attorneys may be observed by the supervising officer but not overheard, recorded, or listened to in any manner.

Special Visits: 1. Special visits are permitted only when pre-authorized by the Chief of Security or higher. 2. Special visits will comply with the regular visiting hours. 3. Inmates must contact the Chief of Security at least 15 days in advance of the visit. Failure on the inmate's part to notify Chief of Security within the 15-day deadline will result in the automatic denial of the special visit. Inmates may request one (1) special visit every 90 days.

Special visit considerations include, but not limited to: 1. Medical emergency or death bed conditions. 2. Inmates in segregation (non-contact) All segregation inmates will visit non-contact on the Monday AM session only. All segregation visits must be scheduled by the visitor, before 4:00 PM on the Wednesday prior to the requested weekend. This will be done, by calling the facility and asking to schedule a segregation visit. 3. Inmates requesting more than four adults. 4. Special visits will be for approved visitors only. Any exceptions to this may be approved by the Warden/designee when it is shown that such exception would be in the best interest of the inmate and the facility.

The Shift Supervisor/designee may terminate the visit at anytime a violation of rules warrants such action.

Any visitor or inmate found in violation of any of these rules is subject to temporary or permanent suspension of visiting privileges or other appropriate action.
