Warden: Russell Washburn

Russell Washburn Russell Washburn was named warden at Citrus County Detention Facility in late July 2010. Washburn joined CCA in 1996 as a correctional officer at Hernando County Jail and served as assistant shift supervisor, unit manager and training manager. He transferred to David L. Moss Criminal Justice Center as chief of security and was promoted to assistant warden at Gadsden Correctional Facility before returning to HCJ as assistant warden and then as warden from September 2008 until his transfer to CCDF.

Citrus County is located in central Florida and lies on the coast of the Gulf of Mexico. It is approximately 70 miles north of Tampa and 60 miles northwest of Orlando. The county has a population of 138,000 people, 90% of which live in small rural towns and villages. Crystal River and Inverness are the two major incorporated cities, the latter of which is also the seat of county government. The county offers a vast array of employment opportunities, ranging from utilities to retail sales. Progress Energy is the largest private employer, with over 1,200 employees. Citrus Memorial Hospital and Seven Rivers Hospital represent the health care industry, which are the second and third largest private employers.

Programs Offered:

Offenders have access to Law Library. The following comprehensive rehabilitative programs are designed to meet the needs of offenders and assist in their successful reentry into society: EDUCATIONAL: GED, Reading and Math classes; FAITH-BASED: Bible studies and religious services of several denominations; SUBSTANCE ABUSE: Narcotics Anonymous, Alcoholics Anonymous; PERSONAL DEVELOPMENT & more: Anger Management, Stress Management, Strategies for Living (Life Skills), My Own Voice Storybook, and Origami Craft Activities.

Reservations for visitation MUST be made AT LEAST 24 hours in advance. Anyone who wishes to visit MUST call Sunday through Thursday, 7:30 a.m. - 3 p.m.

Visitation Rules:

All visitors are required to show a picture ID and be at least 18 years old. All minors must be accompanied by a parent/legal guardian with a birth certificate.

Visitors must be present in the front lobby of the jail 30-minutes prior to visiting time.

Inmates are permitted one visit per week, 2 adult visitors at a time, for two hours duration.

Dress code for visitors is as follows: Male visitors will be in proper attire. No short shorts, bathing suits, or tank tops will be permitted for visits. Females will be attired in clothing of a suitable nature. No bathing suits, halter tops, tank tops, short shorts, or short skirts, will be permitted for visits. Females must wear bras. No purses or any personal belongings will be permitted in the visitation room.

No behavioral problems will be tolerated. If such problems occur, the visitor will be asked to leave the facility.

Once you leave the visitation area, you may not re-enter the Visitation Area.

If you have been detained in this facility within the last year, you must have prior approval from the chief of security or above in order to visit.

Visitors are subject to search upon entering the facility. Any visitor attempting to bring contraband into the facility will be subject to arrest.
