Timothy Wengler Timothy Wengler has been named interim Warden at Idaho Correctional Center. He previously served as Warden at CCA's Prairie Correctional Facility. He joined CCA in 1996 and has worked his way up the ranks from shift supervisor, unit manager, assistant chief of security, chief of security and assistant warden. Prior to his CCA career, Wengler worked as a correctional and senior correctional officer at Prairie Correctional Facility. He also served in the Air Force for six years.

Geographically located in the town of Kuna, ICC is in the closest physical proximity to Boise, the capital and largest city in Idaho. Boise serves as the hub for commerce, banking and government for the state. Situated along the Boise River and snuggled against the foothills of the Rocky Mountains, Boise offers many outdoor activities to its residents from skiing at Bogus Basin Ski Resort to biking along the Boise River Greenbelt. Boise has it all - desert, rivers, mountains and lakes for kayaking, river rafting and fishing and also offers hiking and camping. The Boise Art Museum, Old Idaho Penitentiary, Discovery Center of Idaho, Basque Museum and Cultural Center, and the Idaho Shakespeare Festival offer a wide variety of cultural opportunities. Several large regional, national, and international companies are headquartered in Boise, including Simplot Corporation, Boise Corporation, Micron Technology, and Hewlett Packard. Boise serves as home to Boise State University, the state's largest university with an enrollment of over 15,000 students, as well as 34 grade schools, 9 junior high schools, and 5 high schools.

Community Relations:

The Idaho Correctional Center hosted its first Community Relations Luncheon in November of 2001. Luncheons are held on a quarterly basis. State Legislators, Business Leaders, Idaho Department of Correction Staff, Local Government Leaders, and Law Enforcement Officials serve as invited members of the Committee.

Community Activities:

ICC staff members are involved in a wide variety of civic organizations. ICC staff volunteer with individual commitments in Little League, Soccer, Optimist Football, The First Tee of Idaho, local churches, Big BrotherBig Sisters, Local Homeowners Associations, Boise Peace Quilt Project, Disabled American Veterans, Boise Police Department McGruff Program, Local Food Pantry, Cystic Fibrosis Foundation, and Institution Review Board - Boise State University. We also have several staff members who serve in the National Guard. ICC annually participates in a mud volleyball tournament to support the Idaho Epilepsy Foundation and in the Idaho Women's Fitness Celebration that benefits local charities and ICC sponsors an annual Golf Tournament and a Fun Run for the Idaho Peace Officers Memorial Fund. Other facility projects are Habitat for humanity, Paint the Town, Red Cross Blood Drives & Food Drives, Serana's House - Women's and Children's Alliance, Ronald McDonald House, City Softball League, Every 15 Minutes program, Red Ribbon Week events at local High Schools. Projects within the facility which include community involvement are Bike Repair Shop to benefit the Idaho Youth Ranch and the Inmate Dog Alliance Project of Idaho with the Humane Society.

Programs Offered:

EDUCATION (offered on a full-time basis to the inmate population): General Education Development (GED) and High School Equivalency and Diploma Programs VOCATIONAL (some are certified through the NCCER): Plumbing, Carpentry, Electrical House Wiring and other applicable Job Skills Courses SUBSTANCE ABUSE: Lifeline Therapeutic Community, Alcoholics Anonymous, Narcotics Anonymous and White Bison LIFE SKILLS: Cognitive Self Change, Anger Management, Mens Group, and Parenting and Parenting with Dignity Faith-based Programs; Reintegration Guidance

Visitation Schedule:

The following schedule is in effect: Friday and Saturday for units BC, JKL, GHI and D1, 7am-4pm; Sunday and Monday for units M-R, S-X and PIE, 7am-6pm. Video visitation for the close custody unit is 8-10am and 2-4pm as follows: Friday-D2, Saturday-E, Sunday-F1 and Monday-F2. Holiday visitation hours will be observed for holidays which do not fall on normal visitation days: Veteran's Day, Thanksgiving and Christmas. Contact the facility for specific times.

NOTE: During Count Time, which is 9:15-10:45 a.m., visitors may leave the visitation area. However, there will be no inmate movement during that time. The last check-in time for visitors is 3:00 p.m. Special visitation requests will be considered and scheduled on a regularly scheduled visitation day. Special visits must be submitted two weeks in advance of the intended visit and will be for one day only.

  1. Visitors must have prior approval to visit inmates. They must abide by the posted visiting schedule, rules, visiting policy and procedure. An inmate may only have three (3) adults and three (3) children at any one time. Current photo identification is required.

  2. Visitors may not bring in any item to give to an inmate nor may the visitor accept any item from the inmate. Authorized items that may be brought into the visiting room by a visitor are photo identification, coins for vending machines, vehicle keys, labeled prescription medication (must be non-expired, be issued to the visitor and in original container). Diaper bags may contain two- (2) bottle of formula, milk, or water; a pacifier; a diaper; and a container of baby food or cereal. Children in diapers must be changed in the restroom outside the visiting room prior to visiting. All cell phones, pagers, tobacco products, matches, lighters and paper money must be left in visitor vehicles.

  3. Visitors must be properly dressed. Garments should be conservative and modest. a) No clothing that is provocative, revealing or suggestive. b) No clothing made of transparent, sheer, mesh, or see-through material. c) No excessively tight clothing, including but not limited to spandex, jeans, body suits, etc. d) No clothing that exposes the stomach, back, shoulder, or chest; including but not limited to sleeveless shirts, tank, tube, halter, and midriff tops. e) No camouflage or clothing that look likes a uniform. f) No dresses or skirts, or shorts that are more than three (3) inches above the knee when sitting down. This applies to any slits in the material; the slit can not exceed three (3) inches when sitting down. g) No clothing with gang affiliations, or obscene language. h) No hats or headgear, except those recognized as religious. i) Proper underclothing must be worn. j) Numerous layers of clothes are not permitted. k) No bare feet. l) Exceptions may be made for children under six (6) years of age.

Visitation Supervisor or designee has the final approval of acceptable dress.

  1. Inmates will remain at the assigned table. Inmates will sit directly facing the security desk. Unless authorized by staff, visitors will remain at the assigned table for the duration of the visit with the exception of movement to bathroom, vending machines, and microwave. Children will remain at the table unless escorted by visiting parent or guardian. Inmates and visitors may not visit with other inmates or their visitors. Inmates and visitors are responsible to ensure that the children are well behaved.

  2. Visitors and inmates will be limited to three (3) second kiss and embrace at the beginning and at the end of the visit. No french kissing. Physical contract during the visit will be limited to hand holding. Hands are always to be in plain view. Children under age six (6) may sit on the inmate?s lap.

  3. At the end of the visit, good byes are said at the assigned table. At the conclusion of the visit inmates and their visitors are responsible for the clean up of their assigned area.

  4. Due to periodic overcrowding, the staff may seek out volunteers willing to end their visit early. In the event that there are no volunteers, the staff may end a visit to allow room for other visitors.

  5. Disrespect or aggression towards staff, inmates, or visitors; or improper use of or abuse of state property will not be tolerated.

  6. Inmates have the sole responsibility of notifying visitors of any rule, schedule, or visiting status changes.

  7. Visitors must report any new arrests, pending charges, and change of name or address as declared on the visiting application. Changes must be submitted to the visiting room staff on an updated application form. Failure to do so can result in termination of visiting privileges. The visiting privileges of visitors with new pending felony arrests will be re-evaluated.

  8. Per Idaho Code 18-2510, it is a crime to introduce weapons drugs, or other contraband into a correctional facility. All persons, vehicles, and possessions entering state property are subject to search. Correctional staff, metal detector, and/or a trained narcotics dog will be used to enforce this statute.

  9. At the conclusion of the visit, visitors must remain in the visiting room until the inmate has cleared the search room.

  10. The visiting room staff is responsible for the safe and orderly conduct of visiting room activities; all visitors and inmates must comply with their directives.

  11. Violations of the Idaho Center Correctional Center Visiting Room Rules may result in the termination of visits and/ or visiting privileges being suspended.
