Warden: Todd Thomas
Todd Thomas was named warden of Saguaro Correctional Center in January 2008. He previously served as warden of Coffee County Correctional Facility in Nicholls, Georgia for nearly four years. Thomas served as assistant warden at Winn Correctional Center in Winnfield, Louisiana in 2001 and as assistant warden at Coffee County Correctional Facility in 2000. Thomas joined CCA in 1990 as a correctional officer. He was promoted to shift supervisor at the Metro-Davidson County Detention Facility in Nashville, Tennessee in 1991. Thomas returned to CCA in 1998 as the assistant chief of security at Winn Correctional Center. Warden Thomas is a member of ACA and serves as an ACA auditor. He currently sits on the legislative committee for ACA.

Saguaro Correctional Center is a state-of-the-art, 1926 bed, medium-security correctional facility that is located in the thriving town of Eloy at the Southern part of Arizona. We currently have 345 employees. SCC opened on June 26, 2007.
The facility features a campus- style layout with 16 buildings including: six housing units; four covered recreational areas; administration, education, visitation and maintenance buildings; and a general support building. The general support building includes facility medical services, food service, dining room, kitchen, inmate intake and laundry service. Construction on SCC began in February of 2006 & was completed in June of 2007. SCC was the first facility built with CCA’s new design to support the direct supervision method of inmate management.

Community Activities:
Employees help plan and assist with the Relay for Life Run. Local organizations that we contribute to are The City of Eloy Chamber of Commerce & The City of Casa Grande Chamber of Commerce. During the holiday season we take part in donating gifts for the Angel Tree for local Children, donate bicycles for the local children through the Eloy Chamber of Commerce and donate, prepare and ship packages for Soldiers who are over seas. We are committed to being a partner of the community and actively assisting in any way we can.

Visitation Rules:
All visitors must be on an Inmate’s approved visiting list. It is the responsibility of the Inmate to submit a visitation list for approval, if visitors show up at the facility and they are not on the Inmate’s approved list, they will not be allowed to visit. It is also the responsibility of the Inmate to notify his visitors of their approval or denial. Requests for visits will be denied if an Inmate has received a disciplinary action(s) within 30 days of the requested visit and or due to the security needs of the facility. No exceptions.
For Inmates in general population, if visitors are traveling within 300 miles of the facility, you may choose to visit either in the morning hours or the afternoon hours on each day of visits. If visitors are traveling 300 miles or more, the inmate may submit a request for extended time 15 days prior to the visit. Extended time means you will be allowed to visit from 0800 to 1600 hours however you must be specific and write down the exact days of the visit on your request (i.e. Friday, Saturday, Sunday, Monday). Failure to do so may result in shorter visit times. Special visits will be allowed only under special extraordinary circumstances (i.e. military deployment, holidays, etc.) on Wednesdays, Thursdays and Fridays. These special visits shall be reviewed and approved 15 days prior to the visit on a case-by-case basis by the facility’s administration.
On Tuesdays, SHIP I/Segregation Inmates are authorized a one (1) hour non-contact visit per month. SHIP II is authorized two 2-hour contact visits per month. SHIP III is authorized four 2-hour contact visits per month. Video visits for SHIP and Segregation will count towards the allotted times. The Chief of Security of higher will evaluate the status of visits in the Segregation area. This is based on whether or not an inmate has been a threat to the Safety and Security of the Facility.
All non-contact visits will take place in the non-contact visiting area. In this area, inmates and visitors separated by glass windows, and all communication between visitors and inmates is conducted by telephone only. Violation of regulations or inappropriate conduct while on Facility property may result in termination of your visitation privileges.
